  • France and Germany urged Moscow on Friday to put pressure on Ukrainian pro-Russian separatists to allow the opening of two crossings between Kiev-controlled territory and breakaway republics. Separatists declared autonomy from Ukraine after the pro-Western Maidan uprising and Moscow's annexation of the Crimean peninsula in 2014. Transit between the self-proclaimed Donetsk and Lugansk republics has been hampered by Kiev's ongoing war with the separatists that has claimed some 13,000 lives and displaced 1.5 million. Two new checkpoints were opened Tuesday in the Lugansk region -- adding to five existing crossings -- but the Ukrainian border guard service said separatists did not allow civilians to cross. "We urge Russia to use its influence to ensure that the agreements (on the crossings) are implemented," the French and German foreign ministries said in a joint statement. An agreement to open the checkpoints was reached between Ukrainian and Russian representatives along with mediators from the Organization for Security and Co-operation in Europe (OSCE) in late October. "The conflict cannot continue to the detriment of the people, the divisions must not be exacerbated", said Paris and Berlin. "Thousands of men and women wishing to see a doctor, collect their pension or visit a parent are currently being denied crossing the contact line," they said. Russian President Vladimir Putin and Ukrainian leader Volodymyr Zelensky agreed last December to a series of measures to relaunch a peace process in Ukraine. Mediators France and Germany said Friday that Kiev was honouring its commitments in this regard. Parts of the Donetsk and Lugansk regions are controlled by pro-Russian separatists who view Moscow as their military and financial backer, despite its denials. vl/mlr/tgb
