| - Gibraltar Chief Minister Fabian Picardo said Thursday he will ask parliament to hold a referendum in June on easing the territory's draconian abortion laws, a vote postponed last year due to the pandemic. "As things slowly improve now we are confident we will be able to see people vote safely by late June, with appropriate precautions in place and encouraging postal voting," he said. The tiny territory's parliament is certain to approve the new date as Picardo said he had agreed it with the leaders of all the parties with members in the assembly. The referendum was initially slated for March 19, 2020 but a week ahead of the vote Picardo postponed it, arguing that as the elderly had been asked to stay home to slow the spread of the coronavirus it would harm the "democratic legitimacy" of the vote if it went ahead. Except in cases where it would save the mother's life, abortion is currently banned in Gibraltar -- a tiny British enclave at the southernmost tip of Spain -- on pain of life imprisonment, although such a penalty has not been applied in modern times. The government has proposed changing the law to allow abortion where a woman's mental or physical health are at risk -- such as in cases of rape or incest -- or when foetuses have fatal physical defects. If passed, the amended law would allow a woman to undergo an abortion up to 12 weeks into pregnancy if her mental or physical health is deemed at risk, or beyond if such damage would be grave and permanent. There would be no time limit on cases involving foetal anomalies known to be fatal. Until now, women wanting to have an abortion have had to travel to Spain or to Britain to undergo the procedure. A poll carried out last year found that nearly 70 percent of eligible voters in Gibraltar, which is home to around 34,000 people, said they would vote in favour of the changes, while just under 19 percent said they would vote against.
