This claim is misleading. In his speech, Bhagwant Mann was referring to the amount owed by the Punjab government to the farmers and not the other way around.
A video of Bhagwant Mann's speech is being widely shared online. In the 15-second clip, the Punjab chief minister can be heard saying, “The government’s Rs 294.98 crore is outstanding towards farmers. It has been pending for many years.”
Many on social media shared the video and claimed Mann was referring to the amount farmers owe the state government. For example, one person on Facebook wrote, “He’s saying that sugarcane farmers owe Rs. 294 crores to the government. Did the government sell sugarcane to farmers?”
AFWA’s investigation found that, in reality, Mann was referring to the amount owed by the government to the farmers - and not the other way around.
AFWA PROBE
We noticed the logo of a Punjabi news platform, Prime Asia TV, in the viral video. Following this, we went through its YouTube channel, where we found the full video of his speech uploaded on August 5.
At 27 minutes and 22 seconds, Bhagwant Mann can be heard saying the exact lines which feature in the now viral video. He said, “I want to tell you, the government's Rs 294.98 crores were outstanding towards the farmers. It was pending for many years. The honourable finance minister is sitting here, he handles the co-operative department.”
“We’ve deposited Rs 100 crores in the accounts of the sugarcane producers,” Mann further said.
“On August 15 we’ll deposit Rs 100 crores more. And the rest of the Rs 94.98 crores will be deposited on September 7. The government’s liability towards the sugarcane farmers will be zero then.”
This speech was also broadcast live on Bhagwant Mann’s official Twitter handle on August 5.

Earlier, sugarcane farmers throughout Punjab had proposed agitation on August 3, which was later called off after the chief minister accepted most of their demands, including clearing their pending payments.
Thus, it’s clear that the amount Mann mentioned in his speech was in reference to the amount the Punjab state government had to pay to the sugarcane farmers. Not the other way around.
