A WhatsApp forward is going viral on social media congratulating Prime Minister Narendra Modi led NDA government for introducing incentives to people with not more than two children to promote smaller families.
The bill reads, “The State shall promote small family norms by offering incentives in taxes, employment, education, etc. to its people who keep their family limited to two children and shall withdraw every concession from and deprive such incentives to those not adhering to small family norm, to keep the growing population under control”.
We found that several users on Twitter and Facebook have shared the viral message on their respective handles. Several users also thanked Prime Minister Narendra Modi and Home Minister Amit Shah for introducing the population control bill.

Fact Check:
We searched the official website of “Rajya Sabha” and found the same bill in parliamentary bills and information systems. During our search, we found that Shiv Sena Member of Parliament Anil Desai introduced Constitution (Amendment) Bill as a private member bill in the Rajya Sabha on February 7, 2020. A detailed version of the bill can be read here:
During our search, we also found that the bill was moved by a private member and not the government. However, the bill was not discussed in Rajya Sabha on February 11, 2020.
The number of Private Members’ bills passed in India:
Additionally, we also found that approximately 300 Private Members’ Bills were introduced in the 14th Lok Sabha and barely 4 percent of these bills were discussed while 96 percent lapsed without even a single debate in the House. To date, Parliament has passed 15 Private Members’ Bills.

A private member’s bill in a parliamentary system of government is a bill (proposed law) introduced into a legislature by a legislator who is not acting on behalf of the executive branch. The designation “private member’s bill” is used in most Westminster System jurisdictions, in which a “private member” is any member of parliament (MP) who is not a member of the cabinet (executive).
What is the difference between private and government Bills in Parliament?
A Member of Parliament who is not a minister is a private member and while both private members and ministers take part in the lawmaking process, Bills introduced by private members are referred to as private member’s Bills and those introduced by ministers are called government Bills.
Government Bills are backed by the government and also reflect its legislative agenda. The admissibility of a private bill is decided by the Chairman in the case of the Rajya Sabha and the Speaker in the case of the Lok Sabha.
