A post is going viral on social media regarding waiting tickets in Indian railways. The post claims that the rules for waiting tickets have been changed in Indian Railways, allowing the passengers with waiting tickets to travel in trains. Some users are stating that this new rule will come into effect from January 1, 2025. Vishvas News’ investigation revealed that the passengers travelling with a waiting ticket are required to pay a fine. If an online ticket is not confirmed, it gets automatically cancelled and the amount is refunded to the account. No official notification or report has been found regarding the implementation of this rule from January 1, 2025. What is the viral post? The user sent this post to Vishvas News’ tipline number +91 9599299372, requesting verification of its authenticity. The post claimed that the new rule allowing passengers to travel with waiting tickets without any issues will come into effect from January 1, 2025. Facebook user News Beacon also shared a post with a similar claim (archive link). It reads, “Waiting Ticket New Rule: Now you can travel without any hassle, know the new rule of railway Links Indian Railways has recently released a big update for waiting ticket holders. Under this new rule, now passengers with waiting tickets will also be able to travel without any hassle.” Investigation To verify the authenticity of the viral claim, we conducted a Google keyword search. According to the information given on the IRCTC website, after the chart is prepared, the names of passengers with confirmed tickets/RAC will appear in the chart and they can travel. Passengers whose names are partially confirmed, partially waitlisted, or partially RAC will be listed along with the waitlisted passengers in the chart. Once the chart is prepared, passengers who are completely left out of the waiting list will be removed and will not appear in the chart. These passengers will not be allowed to board the train. If found travelling, they will be treated as travelling without a ticket, as per the existing railway rules. After the chart is prepared, IRCTC will cancel their tickets and issue a refund. As per IRCTC cancellation rules, if a passenger’s waiting ticket is not confirmed after the first charting, the ticket will be automatically cancelled, and the full amount will be refunded to the account. On July 18, 2024, PIB’s Fact Check Unit stated that according to the Railways’ 2010 circular, only those with confirmed and partially confirmed tickets can travel in reserved coaches. Waiting tickets are automatically cancelled and passengers with waiting tickets from the counter are permitted to travel only in the general coach, not the reserved coach. No changes have been made to this rule. According to the news published on India.com’s website on July 16, 2024, Indian Railways has implemented strict rules for passengers with waiting tickets. If a passenger travels in a reserved coach with a waiting ticket, they will be fined and dropped off at the next station. For travel in an AC coach, the fine will be at least Rs 440, along with the fare to the next station. If travelling in a sleeper coach, the fine will be Rs 250 and the fare till the next station. During a Rajya Sabha session on November 29, 2024, questions were raised regarding the waiting tickets in the Railways In response, Railway Minister Ashwini Vaishnav stated that as per the rules, waiting list passengers cannot travel in reserved coaches. In our investigation, we could not find any report or notification from the Railways confirming the implementation of this rule from January 1, 2025. North-Western Railway’s Senior PRO, Kamal Joshi stated that if a waiting ticket is not confirmed, passengers are not allowed to travel and may be fined for doing so. He also confirmed that no information is available regarding any changes to this rule from January 1, 2025. We scanned the Facebook profile of the user who posted misleading information about the waiting list tickets and discovered that the user has 16 followers.
