It is because they are looked down upon. The notification shows single job vacancies, for which reservation norms do not apply. These positions are open for all, which means candidates belonging to SC/ST/OBC can also apply. The recruitment notice shows that the number of posts for all the management positions is only 1. According to the Supreme Court ruling declared in September 2023, reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes would not apply if the government was filling a single post in a cadre. However, it clarified that if a person from the reserved category was already in government employment and eligible to be selected to the single post through departmental feeder route promotion, then appointing him to the single post would not be vitiated. According to the Supreme Court of India, in cases where there is only one vacancy in a single cadre post, reservation does not apply; meaning if a single vacancy arises in a cadre, it is treated as a general category position and cannot be filled through a reserved category, as the concept of "adequate representation" which forms the basis of reservation becomes irrelevant in such a scenario. Therefore, the claim that the Birsa Munda University has ignored reservation candidates while releasing notification for job vacancies in the Management positions is Misleading. The positions are being filled following the Supreme Court ruling that the single cadre vacancies will not follow reservation rules. These positions are open for all, where candidates belonging to SC/ST/OBC can also apply.
