Those sharing the clip have captioned it saying, "True AAPians Will Vote For Congress In Delhi Election To Defeat BJP.."

What are the facts?: The video is old and has been altered to mislead the viewers.
The original clip dated back to 2017, when Kejriwal alleged that the Rashtriya Swayamsevak Sangh (RSS) and Akali Dal were asking people to vote for the Congress ahead of Punjab assembly elections.
How did we find that out?: On going through the official Facebook page of Kejriwal, we found the full version of the viral clip uploaded on 30 January 2017.
Its caption when translated to English said, "RSS and Akali Dal have started transferring their votes in favor of Congress."
In the clip, Kejriwal could be heard saying, "Greetings to all. There have been several reports since the past two days that talk about the RSS and Akali Dal workers running a door-to-door campaign. They are asking people not to vote for the Akali Dal in this election, not to vote for the BJP, and all of you should only vote for the Congress."
Kejriwal alleged that all these parties are working in tandem to not let Aam Aadmi Party (AAP) form a government in the state [Punjab].
Conclusion: It is clear that the viral clip of Kejriwal asking people to vote for Congress is old and has been altered.
