What is the claim?
A video (archived here) of U.K. Chancellor Rachel Reeves is being shared alongside the claim it captures her reaction at the recently held Labour Party conference to protests against the cut to winter fuel payments.
An X (formerly Twitter) user shared the video with the caption: "A joyous moment when David Lammy & Rachel Reeves show their frustration at Conference when members protest at Winter Fuel Cuts…"

The Labour U.K. government announced a cut in winter fuel payments, which help pensioners with energy bills, in July, prompting protests from the opposition and some Labour members. However, we found that the clip showing Reeves and Lammy's reaction was taken at last year's Labour Party conference instead.
What we found
A reverse image search of frames from the video led us to this post (archived here) uploaded by the U.K.-based podcast The News Agents on October 10, 2023. We found that this video is a slightly zoomed-out version of the now-viral image, and we can see similar visuals at the 15-second to 19-second mark in this video. The clothes worn by Reeves and Lammy match their attire in the viral video.

At the October 2023 Labour Party conference in Liverpool, a protester, reportedly from the campaign group People Demand Democracy, threw glitter on Starmer, demanding electoral reform. This prompted the reactions seen in the viral video.
Another video from the event was shared by outlet 5 News (archived here), where we can see Reeves and Lammy's reactions to the incident. Reeves' reaction was also reported in this October 11, 2023, Huffington Post article (archived here), which quotes Labour deputy leader Angela Rayner saying, "I've never seen her (Reeves) be so angry."
Unions won a non-binding vote at the recent Labour Party conference, calling for a reversal of the fuel payment cuts. However, this video does not show reactions to that vote.
The verdict
A 2023 clip is being used out of context, alongside incorrect claims that it shows U.K. Chancellor Rachel Reeves and Foreign Secretary David Lammy reacting to protests against winter fuel payment cuts at a recent Labour Party conference.
