The viral video is edited from Modi's 2016 speech in Japan. In the unedited original video, it is clear that PM Modi did not make fun of the people who suffered after demonetisation.
On the evening of November 8, 2016, Prime Minister Narendra Modi announced the demonetisation drive, making the legal tenders for Rs. 500 and Rs 1,000 null and void. What followed was a nationwide cash crunch, long queues at banks and ATMs for weeks, and economic distress for many, many people (especially vulnerable social classes) across India. Even deaths.
On the sixth anniversary of demonetisation, many on social media shared a video of Modi, alleging that the PM took sadistic pleasure in the people’s suffering. The video showed Modi speaking to an audience. He spoke about demonetisation. And then he said, “Wedding at your home, and no money.”
While sharing the 39-second-long video, one person on Twitter wrote: "The cruellest example of sadistic pleasure. When someone is suffering, he is laughing... " The archived version of this post is here.
AFWA's investigation found that the viral video was edited. It joined two parts of the PM's original speech, changing its context and meaning.

In the viral video, a news clip from ABP, we noticed the words, “PM Narendra Modi in Japan LIVE,” written in Hindi. Subsequent searches with relevant keywords led us to news reports about his visit to Japan following the demonetisation announcement.
Reportedly, On November 12, 2016, Modi visited Japan for the annual Summit meeting. There he met the Indian community and addressed a gathering in Kobe.
We also found the longer version of the same clip, uploaded to the ABP News YouTube channel. The 21-minute-long video was titled, "FULL SPEECH: Similar scheme could be launched after December 30: PM Modi warns black money holders". We found the first part of the viral video between the 7.35-minute and 8-minute marks in the original one.
The second part of the viral video was edited. In the unedited version, PM said in Hindi, "Someone has no money for his daughter's marriage, someone has no money for his mother's treatment. But despite having too many problems people have welcomed the move (demonetisation). I salute them. For the betterment of the country, they are coming forward just like Japan did in 2011." This part was between 8.25 minutes and 9.37 minutes in the video.
The same video was uploaded on PMO's official Youtube channel on 12 November 2016, captioned, "PM Narendra Modi's Speech: interaction with Indian Community in Japan".
On November 13, 2016, India Today reported on this. The piece was titled "PM Modi in Japan: I salute the people of India for supporting demonetisation despite inconvenience."
Thus, we concluded that the viral video was from Modi's 2016 speech in Japan. From the unedited or original video, it is clear that PM Modi did not make fun of people who suffered following demonetisation.
