In his speech, Modi mentioned that there were three crore households with tap water connections before the BJP came to power, and conclude the total number was 11 crore. On February 8 and 9, Prime Minister Narendra Modi delivered speeches in Lok Sabha and Rajya Sabha, replying to the debate on the Motion of Thanks to the President’s Speech. Following this, a video containing a section from each speech began making rounds on social media. People alleged, while sharing this video, that the PM inflated the number of tap water beneficiaries in his Rajya Sabha speech. The first clip was from the February 8 Lok Sabha speech where the prime minister said, "After 75 years of our independence, now eight crore families are getting tap water connection." In the second clip from the February 9 Rajya Sabha speech, PM Modi could be heard saying, "Now, 11 crore families are getting water through a tap connection." The video was shared on Twitter by the official account of the Indian National Congress. The tweet called out the PM’s supposed penchant for exaggerating, and questioned how the number went from eight crore to 11 crore in a matter of 21 hours. The tweet read: "See an example of how PM Modi bluffs. Yesterday in Lok Sabha, he said that the number of beneficiaries of the water mission was eight crore. Today in Rajya Sabha, he said the number of beneficiaries was 11 crore. The number of beneficiaries increased by three crore within 21 hours. What kind of magic is this?" Chhattisgarh Chief Minister Bhupesh Baghel and senior Congress leader Digvijaya Singh among others shared the same video. The archived versions of these tweets can be seen here and here. AFWA's investigation found that the video of the PM's address in Rajya Sabha was clipped out of context. AFWA Probe We found PM Modi’s Lok Sabha address on the YouTube channel of Sansad TV. The part about tap water connections appeared around the 57 minutes and 30 seconds mark. In the speech, PM Modi addressed Speaker Om Birla and said, "Aazadi ke 75 saal beet gaye. Aath crore parivaron ko aaj naal se jal mila hain. Wo maataein tumhare jhutth ko kaise sweekar karengi? Tumhari galtiyon ko, gaaliyon ko, kaise sweekar karengi?" (Seventy-five years of independence have passed. Now eight crore families have received water from taps. How will those mothers accept your lies? How will they accept your mistakes and abuses?) Here, around the 13 minutes and 13 seconds mark, the PM spoke about the water supply mission. He said, "Aazadi ke pehle se abb tak, hum sarkar mein aaye tab tak, sirf teen crore gharon tak nal se jal milta tha. Aadarniya Sabhapati Ji, pichle teen-char saal mein, aaj, 11 crore logon ko nal se jal mil raha hain." (Before India’s independence, up till the time we came to power, only three crore houses used to receive water from taps. Respected chairman sir, in the last three to four years, today, 11 crore people are getting water from taps.) After watching the original video, it becomes clear that the first part of PM Modi's statement in the Rajya Sabha, where he stated the number of tap water connection users before the Bharatiya Janata Party government came to power, was clipped out from the viral video. So, while the prime minister mentioned eight crore tap connections in Lok Sabha as the achievement of his government, he included the number of tap connections provided before his tenure in Rajya Sabha, taking the number to 11 crore. To verify the official numbers of beneficiaries, we visited the website of the Jal Jeevan Mission and came across the latest numbers as of February 10, 2023. Per the information there, a total of 7,90,23,796 tap water connections, about nine lakh 76 thousand short of touching eight crore, have been provided since the launch of the Jal Jeevan Mission on August 15, 2019. This estimate was mentioned by PM Modi in his Lok Sabha speech on February 8, 2023. The total number of households with tap water connections before and after the launch of this mission was also featured in the dashboard of this website. The number was more than three crore 20 lakh before August 15, 2019, and now it stands at more than 11 crore 13 lakh — covering 57.45 per cent of the targeted households that will be served with a tap water connection. Therefore, it is safe to conclude that a clipped video was shared to make it look like PM Modi inflated the number of tap water beneficiaries by three crore overnight.
