The video was uploaded to YouTube in Oct. 2018. The video’s description claims that this was a SpaceX Falcon 9 rocket launch. High Frequency Active Auroral Research Program (HAARP) is a scientific center at the University of Alaska Fairbanks. The research is focused on the ionosphere. There have been many claims on social media that HAARP is related to weather control, according to NBC. This is not the first time misinformation has been shared online.
