Has Uttar Pradesh’s Yogi Adityanath government implemented the Population Control Bill in the state? Many on social media are making this claim. An X user while sharing a Republic TV clip wrote, “HUGE: Yogi ji removed all Govt Subsidies and Benefits for any family that has over Two children. They also cannot participate in local elections. Population Control Bill unleashed. No more appeasement, just action.” Its archive can be seen here. The same claim was also made on the social media platform Threads. India Today Fact Check found that the viral claims are false. A draft of the UP Population Control Bill was released in 2021 but it has not been presented in Legislative Assembly as of yet. Our Probe We could not find any recent news report from credible sources regarding the Population Control Bill’s implementation in UP. However, we found many reports from 2021 according to which, a draft of the UP Population Control Bill was created by the State Law Commission and was uploaded on its website on July 10, 2021. The public was also encouraged to send in their suggestions by July 19, 2021. The draft bill had provisions to debar people who have more than two children from government schemes and perks. However, the bill was not presented in the UP Legislative Assembly. According to ABP News, when UP CM Yogi Adityanath was asked about the bill in September 2021, he said, “Everything has a time. You people were earlier saying ‘Mandir wahin baneyenge, tareekh nahin batayenge’ but the temple’s construction has started. Article 370 was also removed.” India Today Fact Check also spoke to BJP UP spokesperson Manish Shukla regarding the update on the bill. Shukla also corroborated that the bill has not yet been presented in the Assembly. He mentioned that the draft was released in 2021 and suggestions were sought from the public, but it was never taken up in the Assembly. It’s also noteworthy that the Republic TV news report being shared with the viral claims is from July 11, 2021. A look at the complete video report on Republic TV’s YouTube channel makes it clear that the anchor is talking about the draft and not the implementation of the bill. Thus, it is clear that the UP Population control bill has not been implemented, contrary to what is being claimed in the viral posts. It is also noteworthy that the UP Legislative Assembly is not in session at the moment and hence no bill can be presented right now.
