He claims that the National Institutes of Health (NIH) developed and patented the COVID-19 vaccines, that military contractors manufactured them instead of Pfizer or Moderna, and that the vaccines were part of a military project from the start. Fact Check Did NIH develop and own COVID-19 vaccines? No, the NIH did not solely develop or own the vaccines. COVID-19 vaccines, including Pfizer’s Comirnaty and Moderna’s Spikevax, were developed through partnerships. Moderna collaborated with NIH researchers in the design of its vaccine, but the company independently completed its development and clinical trials.
