He was criticising the UPA-led Centre and Mamata Banerjee. Listen to Story India Today Fact Check The viral video is more than a decade old and at the time, the UPA was at the Centre. It has nothing to do with the Odisha railway tragedy. Following the devastating train accident in Balasore, Odisha, that has killed at least 275 and left more than a thousand people injured, a video of Bharatiya Janata Party leader Mukhtar Abbas Naqvi allegedly criticising the Centre over the mishap has been shared widely. In the video, Naqvi could be heard saying, "The way train accidents are happening one after another — passengers are unsafe, there are no facilities. Without any facilities or safety, railway passengers are travelling. And this government that’s ready to discuss everything is not ready to discuss the safety and convenience of railway passengers. Nor is it ready to implement them." Sharing the video, one person tweeted, "At least one BJP leader dared to question his own government." The archived version of the tweet can be seen here. India Today's investigation found that the viral video is a decade old and has been shared out of context. Our Probe A keyword search led us to the full version of the viral video uploaded to the BJP's official YouTube channel on May 23, 2012. According to the video, Mukhtar Abbas Naqvi criticised the then-United Progressive Alliance or UPA government at the Centre and the Trinamool Congress’ Mamata Banerjee over a railway accident in Andhra Pradesh. Following the words that could be heard in the viral clip, Naqvi said: “Mamata Banerjee expressed concern over fare hike when the railway budget was presented and removed her minister for this reason. But she did not direct the new railway minister to look into passenger safety alongside fares. If passengers are not safe and accidents keep happening one after another, then that’s a worrying matter and the government will be held accountable." We looked for news reports on major railway accidents in India from around that time and found a BBC report from May 22, 2012. Per the report, the Bangalore-bound Hampi Express collided with a stationary goods train at the Penneconda station in Andhra Pradesh, killing 24 people and injuring almost as many. Other news outlets also reported on this accident. Per the Ministry of Railways, Mukul Roy was the Railway Minister at that time. Thus, it is clear that the viral video is a decade old and has nothing to do with the tragic accident at Balasore, Odisha.
