A Google lens search on the keyframes of the video led us to a news report by News18, dated August 14, 2022. Carrying a screengrab from the video, the report elaborated on a Tiranga rally on the Delhi-Mumbai expressway by the students of a Madrasa in Haryana’s Mewat.
It also carried a tweet by BJP Haryana, dated August 14, 2022, carrying the video with the caption, “This video is of village Mhow Madrasa of Nuh district of Mewat.“

The video was also shared on YouTube by Haryana Tak on August 14, 2022 to show a Tiranga rally by the students of a Madrasa in Mewat.
Other reports on the same can be seen here and here.
We can thus conclude that an old video from Haryana has been falsely shared as a Tiranga rally in Kashmir.
Notably, Tiranga Yatras were indeed organised in various parts of Kashmir, including Anantnag, Shopian, Srinagar ahead of the Independence Day.
