  • Polish Prime Minister Mateusz Morawiecki has sent a letter to European leaders threatening to veto the EU budget if the payment of funds is made subject to members adhering to the rule of law. The letter, which comes as part of a long-running row over criticism from Brussels of democratic standards in Poland, echoes one sent by Hungary, another member state chastised for what the European Commission sees as breaches of rule of law. "In recent days, I sent a letter to EU leaders outlining our perspective on the conditionality mechanisms relating to the EU budget," Morawiecki posted to Facebook on Thursday. He said the rule-of-law mechanism was "based on arbitrary, politically motivated criteria" and accepting it "could lead to a legitimisation of the use of double standards" regarding the treatment of different EU members. He added that the "proposed solutions are incompatible with the European Council's conclusions from July", when EU leaders held a marathon summit where they agreed the bloc's unprecedented virus bail-out package of grants and loans. "That is why Poland cannot accept this version of the mechanism, which would lead to the primacy of political and arbitrary criteria over a substantive assessment," Morawiecki said. The European Union in September criticised Poland and Hungary in its first report on democratic standards across the bloc, focusing in particular on the issue of judicial independence. The report said Polish legal reforms "have increased the influence of the executive and legislative powers over the justice system and therefore weakened judicial independence". The Polish government insists the moves are needed to tackle corruption and remove the last vestiges of communism from the justice system. amj/spm
