The European Central Bank on Thursday left its interest rates at record lows and its massive pandemic emergency bond purchases in place, as Europe's biggest economies battle a surge in coronavirus infections that could slow the eurozone's recovery. The Frankfurt institution kept the rate on its main refinancing operations at zero, its marginal lending facility at 0.25 percent and its deposit facility rate at -0.5 percent.
