  • Kosovo President Hashim Thaci launched a 15-day countdown on Monday for the two biggest parties to form a government or face a new election. The two parties -- victors in an election held last October -- had promised to unite and oust the ex-guerrilla commanders who have dominated Kosovo since its 2008 independence. But the two camps, the left-wing and nationalist Vetevendosje (Self-Determination) and the centre-right Democratic League of Kosovo (LDK), have been unable to forge a deal. The pressure increased on Monday after President Thaci signed a decree officially designating Vetevendosje leader Albin Kurti as a prime ministerial candidate and tasked him with forming a government within 15 days. Kurti must "present the members of his government... and demand the approval with a maximum delay of 15 days after his nomination", read the decree that Thaci, an ally of the establishment PDK party that lost in October, posted on Facebook. Vetevendosje and LDK, who won 29 and 28 seats in the 120-member assembly, are not ideological allies. But their negotiations have broken down over the division of government posts rather than any fundamental differences in philosophy. Months of hard bargaining have failed to produce an agreement, though Kurti wrote on social media that the talks would continue. "We owe to all of you to return to the negotiating table and not leave without finding common ground and reaching an agreement," he wrote. If Kurti fails, the president will have 10 days to designate another candidate to try to form a government. If the second round is also unsuccessful, the president will announce new elections. Analysts have warned that the political paralysis could spark unrest and financial repercussions in Kosovo, one of the poorest parts of Europe. Brussels and Washington have also urged the parties to unite and start tackling urgent economic, social and legal reforms.
