  • The UN rights chief on Wednesday named three experts to help her investigate alleged human rights violations in Belarus in the wake of last year's disputed presidential election. Michelle Bachelet appointed Karinna Moskalenko, a human rights lawyer from Russia, who will serve as the chair, along with Susan Bazilli, a human rights lawyer from Canada and Marko Milanovic, a law professor from Serbia. Belarus President Alexander Lukashenko, who has ruled since 1994, claimed a sixth presidential term in last August's vote that the opposition and Western diplomats said was rigged. Lukashenko faced down mass protests against his rule in the wake of the vote, with Belarusian law enforcement unleashing repressions that saw thousands of demonstrators detained and more than 400 people given lengthy jail terms. All of his opponents have since been jailed or have fled the ex-Soviet republic. "The past year has seen the longstanding and chronic pattern of systemic violations in Belarus brought into sharp relief, intensifying in the context of the presidential election and beyond, with fundamental freedoms routinely denied," Bachelet said in a statement. "The work of the fact-finding mission will play an important part in ensuring the accountability for the violations that have fuelled the crisis," the former Chilean president said. In March, the UN Human Rights Council in Geneva adopted a resolution which condemned rights violations in Belarus surrounding the election and called on Bachelet to document evidence with a view to eventually try perpetrators. Bachelet, the United Nations High Commissioner for Human Rights, is to present an oral update at the council's session in September, and a full written report in March 2022. Her fact-finding mission is charged with conducting a comprehensive examination of alleged human rights violations committed in Belarus since May 1, 2020, including the possible gender dimension of such alleged violations. Moskalenko is a human rights lawyer who has been the director of the Centre de la protection internationale NGO in Strasbourg since 2017. Milanovic is a professor of public international law at Nottingham University and an associate of the Belgrade Centre for Human Rights. Bazilli, the director of the International Women's Rights Project, is a lawyer with 30 years of experience globally in human rights and women's rights. rjm/nl
