The referendum on Sunday has stoked tensions in Guinea, a poor country with a highly volatile history. More than 31 people have died in protests, including a gendarme. "The mission was... to have talks with President (Alpha) Conde about the holding of the referendum but the mission was cancelled at the last minute," the source told AFP, adding that the reason for the cancellation was not immediately known. It was to have been led by Nigerien President Mahamadou Issoufou, who is also current head of the 15-nation Economic Community of West African States (ECOWAS). "Other presidents of ECOWAS countries were to have been part of the delegation," the source said. Conde wants the public to vote on plans to modify the constitution -- a scheme that he says is badly needed to take into account women's rights and other social issues. But the opposition says the 81-year-old wants to use the change to reset the clock on his time in office. He became Guinea's first democratically-elected president in 2010, but critics say he is increasingly using the authoritarian tactics of past dictators. His time in office expires at the end of this year after two five-year terms, the maximum under the present constitution.
